The much anticipated final report from The McClure Review of the Australian welfare system was released last week after much speculation.

The Review recommended that reform of the system be based on four pillars:

  1. Simple and sustainable income support system;
  2. Strengthening individual and family capability;
  3. Engaging with employers; and
  4. Building community capacity.

It also flags simplifying payment structures for the system.

While the Report presents a high-level map of the proposed new structure, it lacks detail about eligibility and payment levels. This means that it is very difficult to predict likely winners and losers from the proposed reforms.
