As the business and industry grows, the position will continue to evolve and the incumbent will be expected to adopt a flexible approach to work requirements and to undertake new or alternative duties as required.

The position aims to:

  • Build effective relationships with a broad range of key internal and external stakeholders, team members and management to ensure the delivery of contemporary, best practice delivery of consumer services.
  • Provide leadership in managing quality assurance programs and analysing reports to develop and implement strategies for improvement to the consumer experience to ensure services are fully compliant with both internal and external audit requirements.
  • Manage and facilitate the professional development of direct reports, fostering a culture of high performance, and an ability to be agile in both individual learning and the solving of complex matters for Home Care Team and provide opportunities for ongoing staff development and career progression.
  • Develop strategic plans that align with CORE strategic objectives that promote growth in activity, marketing of our product and customer satisfaction.
  • Monitor, analyse and report on consumer activity, expenditure, revenue and budget performance. Undertake activities relating to strategic resource planning, revenue generation initiatives, cost containment and effective utilisation of human resources and procurement.
  • Focus on delivering on the business growth targets for the home care profitability steam to deliver on the organisational strategy and goals.


Key responsibilities but not limited to the following;

  • Provide leadership to enhance consumer health and wellbeing outcomes that is aligned with wider business strategy and objectives.
  • To develop strategies to build relationships with internal and external stakeholders to promote and enhance CORE’s range of consumer products in Home Care Packages and disability services.
  • Policy and procedure development that supports staff to deliver evidence based best practice case management and customer outcomes.
  • Participate in review and evaluation processes and drive continuous improvement that align with accreditation standards including changing processes in line with changes in legislation.
  • Guide and develop the case management and service delivery to grow capability and increase the overall client base for home care packages and disability services.
  • Develop a marketing and operational plan to future proof the business and increase activity in all sections of the positions area of responsibility.
  • Develop and ensure best practice standards of care and services for Home Care Packages, CHSP services and Disability Services.
  • Prudent financial management, allocate resources to ensure efficient and effective service delivery, including looking at innovative ways to use technology, rostering and client allocations.
  • Manage compliance with all relevant legislative instruments, accreditation standards and service delivery guidelines.
  • Provide oversite and leadership to the operational aspects of the Home Care Packages and Disability Services.
  • Facilitate KPI reporting and data metric methodologies to monitor, evaluate and measure the effectiveness of key initiatives and performance best practices.
  • Home Care consumer services are processed as per My Aged Care requirements

CORE Community Services Ltd is a not for profit organisation operating in South West Sydney for more than 40 years. We provide a wide range of services, activities and programs across 5 Services – Children's Services, Youth Services, Multicultural Communities, Aged and Disability Care (ADC) and Community Engagement.

The ADC service provides support and assistance to frail older people, people with dementia and younger people with disabilities to continue to live at home safely and independently.

Position details
Essential Selection Criteria:
  • Relevant degree qualifications in community service management, Business, management, Health or equivalent
  • Demonstrated high level change leadership abilities, commercial acumen and strategic thinking skills will also be required along with an unwavering commitment to the achievement of positive and cost effective consumer and service delivery outcomes
  • Experience in planning and implementing new policies and initiatives related to aged care and the disability sectors
  • Demonstrated ability to develop strategic plans and initiatives that enhance productivity of the service
  • Demonstrated leadership skills in a senior or executive capacity in the Aged Care or Disability services sector and knowledge of contemporary service care models and delivery.
  • Proven ability to participate in aged care accreditation and ensure the service is compliant with changes in legislation.
  • Proven knowledge of Commonwealth Home Support Program (CHSP), Home Care Package (HCP), and the Disability NDIS framework
  • Demonstrated well developed strategic thinking, analytical and negotiation skills.
  • Highly developed interpersonal communication, business acumen and consulting and negotiation skills with the proven capacity to provide authoritative advice and maintain appropriate and credible relationships at senior levels.
Other Information:

You will be required to clear probity checks including National Criminal History Check, hold a NSW Driver's License and have working rights in Australia.
