We provide a wide range of services, activities and programs across 5 Services – Children's Services, Youth Services, Multicultural Communities, Aged and Disability Care (ADC) and Community Engagement.. Stakeholder Engagement Manager is responsible for initiating and encouraging community members working together to influence and participate in integrated activities of Multicultural Communities, to build and mobilize community capacity of the Settlement Engagement and Transition Support (SETS) Program target groups in and around Fairfield LGA to address the core goals of the social participation, economic wellbeing and community connectedness.

Key advocacy work will entail building community networks, providing advocacy services within the community, assist in defining community priorities, empowering individuals and communities, resourcing the community to meet the gaps, facilitating support and social action groups, undertaking needs assessment, improving quality of life through hope and new opportunities created, working towards social justice, aim to provide development opportunities for the communities and creating partnerships that is community focused and goal oriented.

In addition to the advocacy responsibilities, this position provides direct and personalised assistance through support service, providing referrals, linking with appropriate services including monitoring and reporting progress, and staff supervision responsivities assigned from time to time by Service Manager of Multicultural Communities.

 

Responsibilities Include:

  • Encourage and support advocacy and community development initiatives of team members through the provision of specialist advice.
  • Work in conjunction with the MC staff to build capacity of emerging community organisations and the community leaders through the provision of advice on governance, initiation of training and purpose-specific resources, consultations to effectively advocate on behalf of their community, to establish their own association(s) and build the capacity to successfully operate and meet government requirements.
  • Enable small and emerging organisations to maintain viability and independence through sourcing funding, and ensure that small organisations are sustainable and well represented.
  • Take the lead role in team and interagency working groups and special projects,   overseeing management of budget, risk, communications etc. as required.
    Support planning cycles of interagency and networks through design and implementation of planning events
  • Attend the meetings of Fairfield Multicultural  Interagency (FMI) and support MC co-convening of that body as required, leading and supporting working groups of the interagency relevant to the role.
  • Attend and support meetings of the Fairfield Emerging Communities Action Partnership (FECAP).
  • Support the Fairfield Housing Taskforce and work in collaboration with MC’s Housing Specialist and other service providers to increase cooperation between mainstream agencies and achieve more sustainable housing outcomes for SETS clients.
  • Support the Pathways to Employment Expo Working Group through secretariat support and organizational tasks as identified by the group.
    Attend meetings of the Refugee Support Network (RSN), NSW Multicultural Advisory Forum and other State and Regional meetings as directed.
  • Provide input to team, network, peak and government planning initiatives and engage target group representative in planning processes through information, consultation and representation.
  • Support MC in sourcing funds from Federal, State, local agencies as wells as philanthropic bodies to meet existing and emerging local service needs.
  • Monitor, research and development of multicultural policies relevant to Multicultural Communities and, where appropriate, report new and critical key findings to relevant teams and networks.
  • Identify critical gaps in services targeting SETS target groups for escalation to government or peaks.
  • Monitor planning and legislative cycles of the three tiers of government to support strategic advocacy of service and supporting networks.
  • Analyse and respond to opportunities for systemic advocacy presented by opportunities to make submissions on behalf of the target groups.
  • Consult regularly with the MC casework team, community leaders, external SET workers and service agency representatives through participation in network and interagency bodies, and through dedicated consultation mechanisms to assess needs, emerging issues and priorities relevant to Multicultural Communities
  • Consultation mechanisms include:formal consultation meetings,
  • planning events,facilitating training events and
  • Facilitating community outreach activities
  • To increase community awareness of issues affecting newly arrived refugees and migrants.
  • Participate in regional networks and sector support activities of newly arrived refugees and migrants.
  • Promote newly arrived refugees and migrants services to the community, First-to-know agencies, other community organisations, potential sponsors
  • Consult and work with local service providers, networks and ethnic communities to identify service gaps in the Fairfield LGA and develop strategies to address them.
  • Oversee caseloads assigned to staff and ensure that service delivered by them is according to work plans/service specification.
  • Lead employees using a performance management and development process that provides an overall context and framework to encourage employee contribution and includes goal setting, feedback, and performance development planning.
  • Provide effective performance feedback through employee recognition, rewards, and disciplinary action, with the assistance of Human Resources, when necessary.
  • Maintain employee work schedules including training, leave and paid time off, cover for absenteeism, and overtime scheduling.
  • Maintain transparent communication. Appropriately communicate organization information through department meetings, one-on-one meetings, and appropriate email, and regular interpersonal communication.
  • Support volunteer and student placements and participate in supervising students and/or volunteers as required, including writing reports with regard to placement outcomes
  • Develop ongoing capabilities through training and learning.
    Identify and seek permission to attend skill or capabilities training, subject to Manager’s approval.

Essential Criteria

  • Relevant tertiary qualifications including psychology, social work, social sciences or related experience.
  • Experience in a community development and/or research project role, ideally within the community sector or similar.
  • Well-developed written and verbal communication and interpersonal skills.
  • Knowledge and understanding of issues relating to newly arrived refugees and migrants in and around Fairfield LGA.
  • Demonstrated research, proposal writing and project management skills.
  • Demonstrated ability to develop and maintain linkages and networks with a range of government, community and corporate stakeholders to facilitate communication and joint decision making.
  • Demonstrated ability to contribute effectively within a multidisciplinary team, as well as the ability to work independently.
  • Knowledge of when to seek help or supervision, promoting ethical behaviour and anti-discriminatory practice that treats clients, families and staff with dignity and respect.
  • Knowledge of key and services targeting newly arrived refugees and migrants in and around the Fairfield LGA.
