NCOSS Submission: The Council of Social Service NSW (NCOSS) is pleased to provide this further submission to the Senate Select Committee on Medicare and congratulates the Committee on its previous work and report into Medicare.
This submission is based on consultations with the NCOSS Health Policy Advisory Group and considers the public accountability of Area Health services to be a key issue in the review of the Health Services Act 1997
In August 2003, IPART, released its report on NSW Health - Focusing on Patient Care. The report proposes greater clarification of the roles and responsibilities of the Area Health Services and NSW Health.

NCOSS Submission: NCOSS supports the desire of the Institute to quickly achieve better results for cancer control for the people of NSW. However NCOSS encourages the Institute to not let the drive for quick results compromise the provision of quality services and effective treatment and interventions.

Mental Health services and the issues faced by people with a mental illness have been the focus of numerous inquiries, reports, reviews and discussions, at both a State and Commonwealth level, for over 20 years and yet the issues raised in each new inquiry appear to reflect the same issues that were raised in a previous inquiry – leaving the general public and people with a mental illness to wonder when the discussions will end and the action will commence.
NCOSS Submission: It was expressed to NCOSS during consultations that there are numerous concerns with the way that section 1B of the Commonwealth Crimes Act 1914 (the Act) has been drafted and that the section addressing the needs of people with a mental illness or an intellectual disability are very underdeveloped. It was felt that the section ineffectively addresses the complex issues of people with a mental illness or an intellectual disability in their interactions with the criminal justice system and it fails to recognise issues of dual diagnosis of both an intellectual disability and a mental illness. It was also reflected that current Commonwealth processes for dealing with federal offenders means that people with a mental illness and/or intellectual disability are treated differently for the same offence, depending on where they are apprehended. This results in some people being responded to in a far more appropriate and sensitive manner than others due to the different criminal and mental health legislation in each State and Territory.

NCOSS Submission: A submission prepared by NCOSS in response to the Human Rights and Equal Opportunity Commission and Mental Health Council of Australia consultations into allegations regarding the serious risks to which people with a mental illness and their families are being exposed as a result of the nationwide crisis in mental health.

NCOSS Submission: In the Report of the Chief Health Officer of NSW oral health is covered in the section of the report entitled health priorities. However it can be said that oral health as a priority is not reflected in the funding and resources that are committed to oral health care in NSW. As quoted in the report from AHMAC, “Dental caries is the most prevalent health problem, and periodontal diseases are the fifth most prevalent health problem, in Australia. About 90% of all tooth loss can be attributed to these two health problems and, because they are preventable and treatable, most tooth loss is avoidable” (292)
