In October 2011 the Federal Government invited submissions to its consultation paper on a definition of charity. This followed the Government announcement in the 2011-12 Budget that it would introduce a statutory definition of charity, applicable across all Commonwealth laws, from 1 July 2013.

Coordinating
Minister for Human Services, Linda Burney, announced a range of
measures to begin to reduce the 'red tape' burden on the sector. Recommendations are detailed in the NSW Government's
Non Government Organisation Red Tape Reduction Report, Dec 2009:

On 17 March
2009, the Productivity Commission received a terms of reference from the
Government asking it to undertake a commissioned study on the contributions of
the not for profit sector.
The Commission's draft report was released for comment in October and
NCOSS convened a consultation between the sector and Commissioner Dennis Trewin
in November 2009.
Productivity Commission's final report on the contribution of the not-for profit sector was released on 11 February 2010.
The National Compact between the third sector (community and
not-for-profit organisations) and the Australian Government, was launched on 17
March 2010 by Senator Ursula Stephens, Parliamentary Secretary for Social Inclusion
and the Voluntary Sector.
In January the Commonwealth Government released The Scoping study for a national not-for-profit (NFP) regulator Consultation Paper to seek comments from stakeholders on the potential goals, scope, functions and form of a national regulator.
A national regulator for the NFP sector has been recommended by a number of previous inquiries and reports, including the Productivity Commissions report on the Contribution of the NFP Sector in 2010.
